why is it that popcorn in a bag will pop, but when you take it out and open it, and try to repop the unpopped they don’t pop?

I’ve never had this issue. When I tried to pop the unpopped kernels when I was like nine they just went everywhere in the microwave and my parents were mad that I made a huge mess.

Corn pops because humidity inside them evaporates and all that gas creates pressure that cooks the insides and creates a pop when it’s too much for the kernel to contain.

If you want to improve your chances for all the pop corn to… Well… Pop, submerge the kernel in water for a while so they rehydrate and actually have some water inside of them. (I’d say 30min, but the longer the better. Not sure what’s the rule to know how long to leave them)

A couple of reasons. First, if you’re talking about the leftover unpopped kernels, some kernels just don’t pop. Some of them go stale , some of them just aren’t built that way, some of them just don’t pop. Second, bags are often treated with oil and they trap Steam. Popcorn kernels don’t have a lot of moisture and microwaves work by vibrating moisture or heating up moisture, so if the kernels are out of the bag, they don’t often get hot enough to pop. They need to steam and or the oil in order to have an environment hot enough to pop.
