It’s all about the concentration, salt levels are about 0.9% inside the body, while sea water is at least double that in the least salty seas(and quadruple on average). That’s why drinking sea water means you’ll only need more fresh water to bring the salt concentration to the normal balance.
On the other hand in the summer as you sweat you lose both salt and water, so if you don’t get replacement salt, only replenishing water the concentration falls too low.
