I’m not sure what you mean? If you’re asking why SSDs are generally sold in the sizes they are, it’s because the flash memory chips they’re based on are only available in particular capacities. A spinning rust hard drive is largely a bespoke construction so it’s up to the manufacturer how big they make them.
