From air into water, it’s a function of lighting. Water surfaces reflect some of the light that hits them from air. If the alternative is otherwise dark, like a water mirror, then you can see this reflection. This is how “one-way glass” works. If there is light coming through the water, like a bottle, the reflection is present but not bright enough to see.
From water into air, it’s all about the angle. At steep angles, water is clear. At shallow angles, water is reflective. At 41˚ from “vertical” water to air is completely reflective.
