The amount of water vapor that air can hold decreases with temperature.

So cold air is dryer because it cannot contain as much water vapor as hot air.

That explains why fog forms when bringing a hot coffee outside in cold air. The humid air inside the cup is warm; when that air rises and hits the cold air, that cold air cannot hold all that water vapor, hence the water returns to liquid form, in very small droplets; those droplets are seen as a white cloud.

The amount of water the air can hold is called the dewpoint. Dew point is how much air has to be cooled in order to reach saturation. Once that point is reached the air cannot hold anymore water. The colder it is, the less water air can hold.
