Why is the technology of digital cameras limited to the exact problems as we did with film cameras? (ISO, shutter speed, etc

Because the only thing that has changed is the film. We use electronic film now.

Of course the rest works still the same.

And ISO noise (probably the problem you are talking about) is just something that is almost impossible to circumvent if you want to make an image out of light hitting something.
