Your phone screen detects an electric charge in your fingers, which is why if you tried using a pencil to scroll it wouldn’t work unless it was a stylus that was compatible. I would say that a cloth(like wearing gloves) disrupts that electric charge path from your finger to the screen. therefore it won’t let you scroll at all or the sensitivity is reduced greatly.
