Cartilage itself doesn’t have a lot of blood vessels. It may not have any blood supply actually. No blood vessels, no blood or oxygen or nutrients. No input resources then no healing or rebuilding.

There’s actually new evidence that it may have a limited ability to do so! Repetitive, low load-bearing exercises are best for this (ie stationary bike or rowing machine), in addition to potential dietary and external supports.
