It’s because they’re not telling you everything. You need to know the relationship between capture and playback to know the speed up/slowdown. they’re only telling you the capture speed for the camera, not the playback speed for whatever you’re playing it back on. and their only telling you the refresh rate on a monitor, which is not related to either. It’s not apples and oranges

A camera catching 200 frames in a second second will look normal speed on something displaying 200 frames in a second. Same for capturing and displaying 5 frames in a second.

But if you capture 200 frames a second and show 50 frames in a second… Second one you see frames 1-50, second two 51-100,etc. that one second of capture takes four seconds to play, so looks like it’s going slower

However, a monitor isn’t showing you a list of frames in the order received. A monitors refresh rate is how often it looks at the source and updates the screen to match. The speed of playback is already set by the recording frames per second and the playback frames per second, and is just churning away in the source. The monitor glances at that, then draws you a picture, then glances, then draws. The faster the monitor does the glance and draw, the more what you see will look like you were able to actually just watch the source at whatever speed it was actually playing back at, nice and smooth. But it won’t change how fast the playback is.
