Why some bathrooms use blue or cyan lights?

It makes it much harder for people to find a vein into which to inject drugs. By using blue/cyan lights, they are able to keep junkies from using their restrooms to shoot up.
There are mixed opinions on whether or not this is effective.
The bathrooms are the place where someone gets insulated from the public, and people might want to cause harm to themselves or even kill themselves in secluded areas. It is scientificly proven that blue or white lights make people happier or give them a better mood while red and purple lights make people feel miserable.
