There are many reasons for why someone might not get deported after getting accused of overstaying their visa. It could be a clerical issue, it might be a case of mistaken identity, they might have tried getting out of the country in time but was hindered, it might not be safe for them to return home, they could apply for asylum or refugee status, etc. So you can not actually throw people out on the day you detain them. On the other hand you can not let them go free until all this gets sorted out either. It could be that they manage to hide from the authorities. So the decision have been made to detain them in the detention centers while they prepare their court case and get put on trial.
