With workouts we train our body (this applies to all training not only getting stronger). If you train regularly you get better at the thing you train. If you train your muscles they get larger and can do greater work, but they also need more energy.
If you haven’t trained for some time your body wants to be energy efficient and reduce the amount of muscle it needs to spend energy on. You are now weaker and if you start training again must adapt. Or you put a high strain on your body and over work it. You get sore and tired.
