This is more likely that your short naps are a result of you having a lack of sleep, thus requiring the nap. As such, you were more sleepy prior to the nap.

Since the nap was short and your body did not go through a full sleep cycle, there was not enough recovery to feel that much less groggy / sleepy than before the nap.

Whereas a full 8 hour sleep cycle, your brain and body goes through the natural stages of sleep and is naturally woken up having had a requisite amount of sleep.

When we are sleeping, there is actually more than 1 type of sleeping we do, though we’re not really aware of them as they are happening. These are called phases of sleep, and it takes most people about 1.5 hours to go through all 4 phases.

If you only have time for a nap and don’t make it through all 4 phases, you are waking up prematurely and thus feel very groggy.

I don’t know why myself but my thoughts are that perhaps it’s like transportation and g-force: a car or plane taking off at fast speed to go a very short mile and having to stop abruptly in a significant less time than you would normally spend in the plane or car. Like if I got in a car to really fast down to the mail box and had to stop immediately and feeling unfulfilled as opposed to going to a grocery store and going back home. Lmao I dunno, that’s my stab at why; seemed legit in my head

Anything over 20-30 minutes and your body thinks it’s headed for 8 hours of sleep. Cut it short and your body is going to hate you for it. Keep it below 30 minutes for that power nap boost

You woke up in the wrong part of a sleep cycle. It’s like if you sleep for some random amount of time, say 3 hours, and you feel somewhat fine and can function for the rest of the day. But if you slept four hours you feel like a zombie and have a hard time waking up.

Imagine you sent your car to a weird dealership to get an oil change but at this dealership they start repairing the WHOLE car if you leave it there too long. If you wait any longer than 15 minutes then you’re gonna come back with your wheels off or something and it’s going to be a pain in the ass to get the car back up and running again. They’ll do it, but you have to wait a bit for them to get it together. However, if you come back eight hours later, then they’ve already pull the wheels off (or any other part needing attention as well), repaired everything, and put them back on so you don’t notice.

So you either send it there quick for a little oil change and gas fill up or leave it all night for them to fix everything.
