Allergy shots require you to get injected with massive amounts of antigen, regularly, for years. Your dog puts out just enough antigen to mildly/moderately piss off your immune system. Imagine the shots as being like sitting with 100 dogs, all day, every day. Eventually, the system gets overwhelmed and just stops responding.

The route of exposure is important, too. Natural exposure is via mucous membranes in your nose and eyes, whereas shots are delivered in to the space under your skin. The latter route encourages a shift in your immune system from an allergic profile to a more tolerant one.
