ELI5- Is “which train to jump on” a hyperbole or not if not what is it?

It is an analogy with some figurative speech. It means making a design that cannot be easily changed.
Hyperbole is an exaggeration for emphasis, and while you aren’t literally jumping on anything, that isn’t the point of the expression.
