IP Based means that cameras work over a computer network and store video on a digital NVR (hard drive)

This is opposed to an older analog system that recorded video over Coax cables to tapes, usually to just a VHS recorder

Cloud based means that the cameras are controlled and record to a cloud based service.

Cloud based cameras are still IP based, but the recorder isn’t on site

“The Cloud is just someone else’s server”, in other words someone else is managing the physical recording device for you.
