eli5: Why are some skills forgotten more easily than others?

For example, everyone knows that someone would still be able to ride a bike after years of inactivity. However, with things like instruments, muscle memory can be lost in just a few weeks of inactivity, and could be a total restart for the musician.

Fine motor skills compared to gross motor skills. Also, while you won’t have to totally learn from scratch, you definitely forget the finesse parts if riding a bike. I tried to ride a bike recently and I was not great.
