Your brain has a reward center, it activates when you enjoy something and signals your brain that what you are doing is worth remembering.
Think of it like giving your pet, treats, for doing whatever you want them to, teaching them a trick for example, you give them a treat whenever they perform the action.
Your brain in a similar way is giving you ‘treats’ when you perform exercise (action) so that you are inclined to repeat it.

Tingling can generally be put down to blood flow/circulation. Lifting weights gives you a “pump” (impacts bloodflow to your muscles) and can feel tingly.
Are you using a pre workout supplement that contains niacin? That will definitely make you tingly. Some people, myself included, love it. Others find it uncomfortable. Some say that it does not actually do anything for lifting, but is so the consumer feels like the product is working. Look up niacin flush.
