Petroleum jelly is refined to remove the more toxic or unwanted components of crude petroleum, to create a product that has the desired consistency and is largely biologically inert (non-toxic). Even petroleum products like gasoline as toxic as you might think (acutely at least), but can contain polycyclic aromatic hydrocarbons and other components that are potentially toxic or carcinogenic with long term exposure.
