Eli5: why would someone develop a sunburn on one day and a suntan on another day?

The suns rays are not consistent as you move north or south of the equator.
While it can be sunny any hot in Ireland; it’s not through direct radiation of the suns rays.
TLDR – the uv rays are more powerful towards the equator
