This goes for my car, I recently swapped from steel rims to alloys and I can now see the rotors. Blew my mind how rusty they look. Yet, car’s brakes work great. Is it just the outside thats corroded? I want to know more. Please explain.

After a short drive, using the brakes, look again. The friction surfaces will have worn the surface rust away, these areas will shine.
If the flat of the brake disc, inside or out, is still rusty after enthusiastic brake use, you have a stuck caliper , and it’s time to consult a good mechanic
