How are my car’s brakes still functional even though they’re rusty?

This goes for my car, I recently swapped from steel rims to alloys and I can now see the rotors. Blew my mind how rusty they look. Yet, car’s brakes work great. Is it just the outside thats corroded? I want to know more. Please explain.

It’s just a bit of surface rust. It will get rubbed off as soon as you do any real braking.
