How can some insects and birds hover in one place like dragonflies and hummingbirds while others can’t?

How a critter flies has to do with the [shape of its wings](https://i.redd.it/53dv5323i2421.jpg) and how they flap their wings. [Hummingbirds](https://en.wikipedia.org/wiki/Hummingbird#Aerodynamics_of_flight) whip their wings back and forth really fast to fly, while [other kinds of bird](https://en.wikipedia.org/wiki/Bird_flight#Flight) don’t have to beat their wings constantly and use air currents to gain altitude and glide.

Because humming birds and dragon flies flap their wings fast and can hover but others are only able to flap enough to keep moving so they can’t hover
