Microwaves don’t cook evenly. You can test this in-person by cooking a plate of cheese, actually. You’ll notice that some parts will melt before others. (the spinning feature most microwaves have is there to counteract this, but it isn’t a perfect solution) As a result of this highly uneven cooking, you can (and generally will) end up with a piece of meat that is hard and overcooked in some areas and nearly completely raw in others.

We cook whole chicken regularly in the microwave. Put it in a glass container with a loose fitting lid for 30 minutes. Comes out perfect and juicy.

You can cook it in a microwave, it is just rarely worth doing and almost always ends up being worse than cooking in another fashion so there are few recipes. And people would be prone to seeing the food get ‘hot enough’ but not hot enough to be safe.
