how comes heating raw meat up in a microwave unsafe, but heating it up any other way is okay?

You can cook it in a microwave, it is just rarely worth doing and almost always ends up being worse than cooking in another fashion so there are few recipes. And people would be prone to seeing the food get ‘hot enough’ but not hot enough to be safe.
