Legs are built in sections on land, carried on barges to the location and lowered into the water section by section and built upwards. This is the conventional methods.
There are other types of platforms that are not rigidly mounted to the floor of the ocean. Some are floating but sort of “anchored” using cables.
The platforms themselves may have major parts built on land, carried on barges and mounted on the legs. Parts of it may be just built on site (girders) etc.
