How do they close the road and control traffic before they begin putting up the “Road Closed” signs?

If it’s an emergency, they just block it off with emergency vehicles. If it’s planned they usually post signage beforehand stating the time of intended closure. And will have the barricades on the side of the road ready to move into place.
