How does a video sped up by 50x have such a slow panning speed? Like a timelapse of an open field from sun up to down, but the camera slowly pans side to side.

There are two ways.
The camera is mounted on a motorized tripod mount. A 50x speed time lapse might take 1 picture per second. The camera takes a picture, pans by 1 click of the stepper motor, waits… and then takes another picture and repeats the process. A well planned shot will calculate the Pan rate and picture frequency in advance.
The second way is to take a still time lapse and then pan a smaller view of the large pictures across the collection of shots.

Usually they have a camera on rail or a servo with a timer or computer-controlled movement. So the camera takes a picture once every hour, and also move the camera by 1 cm or rotates by 1 degree.

You can do the same thing by hand if you’re REALLY meticulous.
