Answer: The glue gets its sticky effect after reacting with air (specifically oxygen or hydrogen?). That is also why badly designed glue bottles often have their entire bottle neck glued together, which causes people to struggle with opening them so often.
The inside doesn’t have any air in it, or better said not enough, so the glue stays in its fluid state there.
The glue doesn’t become “sticky” until it is exposed to water and there shouldn’t be any (or at least minimal) amount of water inside the bottle. Ironically, what most people think of as glue “drying out” when you leave the bottle open, it’s actually reacting to the natural humidity in the air to form the chemical bonds that make it sticky.
It will eventually, but glue needs to dry to stick, so being contained in a bottle/tube where it isn’t exposed to air prevents it from drying.
