If I mix 2 parts pure ethanol with 3 parts water, how is that not exactly the same thing as vodka?

Vodka is made from distilling either grains or potatoes which gives vodka its flavor. Watering down pure ethanol to a safe drinking level will get you drunk but it will taste like absolute shit.
