If sperm cells are composed of body and tail, why the “sperm” is a white goo instead of puff of hairy ball?

Because ejaculate is a mix of semen and sperm. The semen’s purpose is to sterilize and to change the pH of the environment around them as the vagina is acidic. The sperm themselves are small enough they would not seem hairy when put together.
