The chip of your card just has an ID number. Your money isn’t on the card, it’s in a bank somewhere. The card is just an ID number / password to access the money. They can block it like they can ban a person from playing an online game.

The POS system is connected to the internet. It is asking your bank for authorization when your card is in it. The bank declines that authorization, the same as it would if you don’t have enough cash in the account.

Even if the POS is done wirelessly, the card “number” still has to be transmitted and approved, as if the card was swiped. Contactless payment only changes the way that the card “number” is transferred. Blocking the number rejects any requests for payment on the network/bank side.

well, you could still buy stuff, let’s say, during flight as it is the most obvious place where pos is not connected,
then it would eventually sync, and you would have either the airline or bank on your ass for owing them money
