if the so-called darkweb is 80% of the internet, why does corporations/govt allow it to exist and eat up valuable resources?

I believe what you’re referring to is the deep web. Its the stuff on the internet that you’d need special access to such as medical records or company databases.
It is within the deep web that you have the dark web. My understanding is that its difficult to locate since users have a certain amount of anonymity. Or perhaps on national level it isn’t as much of a threat to security.
