It’s not what you think.

Dark web only means whats not available to the public. You could host a http page on your computer, and it would be considered the “dark web”. A lot company host stuff on the net that is not available to search engine and such. Most, if not all of the “dark web” as nothing illegal in it and are just work documents.

Its only a term used by unknownledgable journalist to spike their articles.

The dark web you’re thinking of is mostly tor’s browser to illegal sites… which is not even 0.000001% of the internet.

why would you think any governments allow it to exist? What would they have to do with in existing or not? What resources does it use?

I believe what you’re referring to is the deep web. Its the stuff on the internet that you’d need special access to such as medical records or company databases.
It is within the deep web that you have the dark web. My understanding is that its difficult to locate since users have a certain amount of anonymity. Or perhaps on national level it isn’t as much of a threat to security.
