Is reflection always necessary for objects to be coloured? When things glow and emit light due to excitation of electrons, is it just the same as stars produce light?

Reflection isn’t the same thing as the photo electric effect so no. When stars glow the light is a form of energy/radiation as a result of the fusion that’s happening. In an ordinary object there is no energy emissions that can be transformed into light so for colour it relies on light being absorbed and remitted at a different wavelength.
