What happens when cemeteries become full?

I live in a large city and often walk by cemeteries surrounded by buildings. What happens to those cemeteries when they are at capacity?

In Morroco if 100 year have passed since the last grave was erected , the gouvernement can remove it and build the land, i don t know the exact procedure but it did happen in a cemetery near where i live
