What is the purpose of the tiny superscript 9 in the top right hand corner of gas station price displays?

It represents 9/10ths of a cent. Basically, it makes gas seem a little cheaper than it really is because they get a few more pennies with a fillup, and they get to round up to another whole penny at the end.
