why aren’t all mirrors optically correct?

It depends what they are being used for. A shaving or makeup mirror may be concave (curved inward), to provide a zoomed view of the face. A car’s wing mirror will be convex (curved outward), as this reflects a wider field of view, with the trade-off being that things appear more distant than they really are.
