My 7 year old laptop has 8gb ram with a Intel Core i7-3630QM processor with integrated Intel HD Graphics 4000. It’s maximum output via HDMI is 1920 x 1200 at 60 Hz. Even low end sub £100 smartphones have 720p – 1080p screens at minimum. Has technology really moved on that much?

1920×1200 is a higher resolution than 1920×1080. It’s just that the proportions of your laptop’s screen are 16:10, while the proportions of your phone’s screen are 16:9.
7 years ago, 99% of users wouldn’t have a display over 1920×1080/a comparable resolution in some other aspect ratio (such as 1920×1200). There’s no reason to make integrated graphics, which aren’t really designed for professional or higher end gaming to begin with, compatible with resolutions restricted to people with $2000+ monitors typically delegated to professional design applications. Even if they could, integrated graphics from 7 years ago would struggle even to play back video at higher resolutions. Even the higher end gaming monitors at the time were at best 1920×1080@144hz.
1920 by 1200 is actually slightly higher resolution than 1080p (which is 1920 x 1080)
Your laptop’s aspect ratio is just slightly different (16:10, as opposed to a normal phone aspect ratio of 16:9 in landscape mode)

Short amswer is yes technologically we are in a sprint where every new device has not only better parts but better software to use those parts more efficiently, your computer probably needs better software and possibly a better graphics card. I got a bramd new gaming/recording laptop 6 months ago and theres already new parts that blow my computer out of the water for the same proce range. The tech moves very fast, faster than it ever has.
