Pluto is a Kuiper Belt Object. The Kuiper Belt is a collection of small bodies beyond the orbit of Neptune, and is where most dwarf planets reside. The Kuiper Belt is inclined relative to the ecliptic, and Pluto shares this inclination. The gravity of a ninth planet is the theorized reason for the inclination.
