Because Pluto isn’t a planet anymore?

Pluto’s orbital oddities are part of the reasons that Pluto was reclassified from a “Planet” into a “Dwarf Planet”

Everything pulls on everything, and the solar system is pretty old. Imagine you and a friend were walking back and forth on a giant clock. You walk between 9 and 3, and they walk between 7 and 5. Every time you get to the edge, you pull a little on each other. Each pull gets you a little closer to each other until you are both walking back and forth from 8 to 4.

This is similar to what the early solar system did, except it was going in circles instead of lines. Eventually the circles mostly pulled each other close to the same inclination. The ones that are still oddballs probably got knocked out of line by something else after the planets formed.

Pluto is a Kuiper Belt Object. The Kuiper Belt is a collection of small bodies beyond the orbit of Neptune, and is where most dwarf planets reside. The Kuiper Belt is inclined relative to the ecliptic, and Pluto shares this inclination. The gravity of a ninth planet is the theorized reason for the inclination.

Our solar system orbits are actually all over the place. Here’s a great video that shows some of the whacky shenanigans from Kurtzgesagt: https://youtu.be/Pj-h6MEgE7I
