Everything pulls on everything, and the solar system is pretty old. Imagine you and a friend were walking back and forth on a giant clock. You walk between 9 and 3, and they walk between 7 and 5. Every time you get to the edge, you pull a little on each other. Each pull gets you a little closer to each other until you are both walking back and forth from 8 to 4.

This is similar to what the early solar system did, except it was going in circles instead of lines. Eventually the circles mostly pulled each other close to the same inclination. The ones that are still oddballs probably got knocked out of line by something else after the planets formed.
