Why do cuts on your fingers heal completely while cuts on other parts of your body (such as your arm) tend to scar?

I have two scars on my left hand index finger.

One on the first (closest to hand) phalange from cutting myself through a t-towel while drying a very sharp knife about 35yrs ago and one on the end phalange that also went partially through the fingernail (about 29yrs ago), again while drying a sharp knife with a t-towel.

The first didn’t get stitches becoz parents were assholes, the second got about two or three. While the first is hardly noticeable, it is still there and the second much more noticeable and is a bit numb.

I no longer dry knives. Lol
