Why do cuts on your fingers heal completely while cuts on other parts of your body (such as your arm) tend to scar?

Who doesn’t scar on their fingers? Lots of people have scars on their fingers. I have at least three scars on my fingers.

At most you can say that cuts on fingers tend towards being shallow and the shallow skin on fingers wears away and grows back faster than some skin, but people absolutely have scars on their fingers all the time.
