Why does freeze dried coffee completely dissolve in water, when coffee grounds don’t dissolve at all?

Coffee grounds are tiny chunks of roasted coffee beans, which are full of the essence of coffee suspended in an insoluble cellulose matrix.

Instant or freezedried coffee is the coffee essence with the cellulose matrix and the suspending water removed.

Coffee grounds are ground up beans. Freeze dried coffee is the residue of liquid coffee, not the beans.

Freeze dried coffee is made by first brewing some strong coffee. That coffee is then frozen and then put in a chamber that removes the frozen water in it through sublimation (ice changing to water vapor without melting first).

What’s left is brewed coffee without the water. Since it was dissolved in the water before, it will dissolve again.
