Because the bacteria in them evolved to be tolerant of the cold temperatures of being submerged in ocean water. The bacteria in cows or chickens or pigs who all hang out in warm sunny fields gets slowed down to a crawl in your fridge. The bacteria in fish and shrimp is perfectly comfortable at those temperatures.
