Why is it deemed not possible to have black eyes?

People say there’s no such thing as black eyes, they’re just a very dark brown.

Is this really the case no matter the race?

If it helps, I’m East Asian with very-dark-brown-almost-black-looking eyes.

All eyes are brown. Every last human has brown eyes. What appears to be eyes of other colors is diffusion of light similar to why the sky is blue. The amount of diffusion is based on genetics, but ultimately your eyes are still brown.
