Why some islands have tap water and others need it delivered?

I believe it has to do with the ability to get access to a ground water source. If there isn’t any groundwater nearby, there really isn’t a way to pump anything into a tap.

There are many ways drinking water can reach islands.

Some have freshwater in the ground that gathered there from rain and swims above a saltwater layer (saltwater is heavier)

Some have rainwater collection systems.

Some have waterpipes from the mainland 

Some have seawater desalting plants
