The eye bags has more to do with moisture and blood flow since the skin there is very thin. Moisture can leak into the eye and blood vessels dilate with lack of sleep. This happens when you don’t get enough restorative sleep at night. This causes an increase in blood flow, and since the skin under your eyes is thinner, the dark tint caused by the increased volume of blood is more noticeable here. Same thing with moisture only in that case it’s clearer fluid so it just gives a puffy appearance

How to effectively get rid of them? I have been trying to sleep more but they remain unaffected

Genetics, allergies and smoking causes dark circles. Sleep deprived dark eye disappears after a few hours rest, the others don’t ever.
