Why do our eyes flick/glance elsewhere when we’re thinking or recalling information?

It takes concentration to fixate on something. When you’re deep in thought, or even trying to remember something, your eyes wonder because your brain is now focused on something else. You may also experience other small gestures. Rubbing your face or scratching your head. Maybe rubbing your nose. Your brain is diverting power to memory and not focusing on eye contact.

Cops know you are lying if you look up and to the left because you are thinking instead of reacting. People don’t normally look up and to the right at all. Very strange how it works like that.
